HARARE – The Zimbabwe Investment and Development Agency and Invest Hong Kong have signed a Memorandum of Understanding aimed at creating direct investment linkages between Zimbabwe and one of Asia’s largest financial hubs.
The agreement establishes a formal framework for the two investment promotion agencies to promote both inward and outward investment. Under the MoU, ZIDA and InvestHK will exchange information on investment environments and opportunities, share promotion experience, and support companies seeking to establish or expand in either market.
For Zimbabwe, officials said the deal provides an institutional bridge to Hong Kong’s international business and financial networks. The partnership is expected to help channel capital, technology and expertise toward priority sectors in Zimbabwe, including mining and mineral beneficiation, manufacturing, energy, agriculture and agro-processing, infrastructure and services.
“Zimbabwe is an important partner as Hong Kong deepens its engagement with Africa and the Global South under the Belt and Road Initiative,” said Alpha Lau, Director-General of Investment Promotion at InvestHK. “With our international financial centre, deep capital markets, world-class professional services and unique connectivity with the Chinese Mainland, Hong Kong is the ideal springboard for African enterprises. Through this MOU, InvestHK and ZIDA will open doors in both directions and help Zimbabwean enterprises carry their ambition into Asia and beyond.”
ZIDA said the MoU moves cooperation beyond general promotion toward practical deal-making. The agencies will support investor referrals, coordinate business missions, facilitate meetings and roundtables, and collaborate on targeted investment promotion activities. They will also work within their mandates to identify barriers to investment and explore solutions to support project establishment and expansion.
“Our objective is to create stronger pathways between international investors and viable opportunities in Zimbabwe,” said Theresa Muchinguri, ZIDA Chief Legal Officer. “Through this cooperation with InvestHK, we can share opportunities more directly, facilitate introductions and support businesses that are considering Zimbabwe as an investment destination. Ultimately, the value of this partnership will be measured by our ability to translate these connections into investments that are implemented on the ground.”
The agreement also creates new channels for Zimbabwean companies seeking international partnerships and expansion, by linking them to Hong Kong’s business ecosystem and its access to Asian markets.
Following the signing, ZIDA and InvestHK are expected to begin practical implementation. This includes exchanging priority investment opportunities and market information, identifying and referring prospective investors, facilitating business missions and targeted engagements, and collaborating on joint promotion initiatives. The agencies will also share experiences and good practices in investment promotion to strengthen institutional cooperation.
The MoU reinforces ZIDA’s broader strategy of building partnerships with investment promotion agencies in key markets to improve Zimbabwe’s visibility to global investors and to support the conversion of investment interest into tangible projects.
