Guvamatanga Row Costs Mutodi Budget Committee Chairmanship

HARARE – Bikita South legislator Dr. Energy Mutodi (ZANU PF) has been removed as Chairperson of the Parliamentary Portfolio Committee on Budget, Finance and Investment Promotion with immediate effect and replaced by Chipinge East MP Lincoln Dhliwayo.

In a letter dated October 7, 2025, the Committee on Standing Rules and Orders (CSRO) advised Mutodi that his tenure had been terminated in line with Standing Order No. 19 of the National Assembly.

“The Committee on Standing Rules and Orders has resolved to terminate your tenure as Chairperson of the Portfolio Committee on Budget, Finance and Investment Promotion with immediate effect,” reads part of the letter.

The correspondence, signed under Parliament’s letterhead, also stated that all benefits and entitlements attached to the chairmanship were to be discontinued forthwith.

Mutodi’s dismissal follows remarks he made in Parliament last week, in which he accused Finance Ministry Permanent Secretary George Guvamatanga of receiving kickbacks and blocking parliamentary benchmarking visits under the pretext of financial constraints. His statements sparked heated exchanges and divided opinion among ruling party MPs.

The CSRO, chaired by Speaker of Parliament Jacob Mudenda, oversees the composition and conduct of parliamentary committees.

Dhliwayo takes over the influential Budget Committee, which plays a key role in scrutinizing government spending, fiscal policy, and debt management.
