Suspended City of Harare Director Ordered to Vacate Offices with Immediate Effect

The Harare City Council has ordered Dr Cainos Chingombe to stop reporting for duty and vacate Office with immediate effect pending the commencement and finalization of the negotiation process on the salary scandal in which he was allegedly involved in five years ago.
The order comes after the suspended Dr Chingombe yesterday announced his resumption of duty as City Human Resource Capital Director.
“I hereby advise that I have resumed my normal duties as your Human Capital Director” reads part of the memo dated 22 November 2022, which was addressed to all Human Capital Department Heads of Divisions.
However, the assumption of duty was short lived after the Acting Town Clerk ordered the embattled Chingombe to stop reporting for duty until the finalization of the matter.
Part of the correspondence by the Acting Town Clerk cited the suspended Dr Chingombe’s announcement to be, “a blatant violation of a Council Resolution of 20 October 2022 and the letter from the Local Government Board dated 14 September 2022”.
In 2017 Dr Chingombe was relieved of his duties after he was allegedly accused of misappropriating Council funds (transferring USD$130 000 from Council’s Traditional Beer Levy Account to his account), which were meant for the provision of water, sanitation, education and recreational services and bought himself an expensive vehicle.
However, on Thursday the 10th of November 2022 Dr Chingombe was acquitted of the charges by Harare magistrate, Mrs Guwuriro after noting that the state to lead evidence through its witness which warranted Dr Chingombe’s conviction.
